The City of Guntersville currently has an opening for Economic Development Director.  The primary duties and responsibilities for this position include, but are not limited to the following:

 

 

 

ESSENTIAL FUNCTIONS:

 

 

 

  • Assist the mayor and city council in the development of a strategic plan for commercial, industrial and retail growth and retention for the City of Guntersville.
  • Attends meetings and serves on committees such as Airport Advisory Board, Industrial Development Board and Waterfront Development Board.
  • Interacts with representatives of the Marshall County Economic Development, Chamber of Commerce, Marshall County Convention Bureau and other interested parties when it is the interest of the City to represented in broad economic affairs.
  • Develops, coordinates, and oversees the programs and strategies to foster growth and economic development through the City of Guntersville’s available infrastructure.
  • Actively promotes, recruits and markets commercial, industrial and retail development within the City through local, regional and national advertising and through specific proposals to developers and retailers.
  • Coordinates and oversees the development of an inventory list of available sites/locations for business location/expansion decisions.
  • Develops a list of desirable companies that will be targeted for location to the city; actively assists with recruiting targeted prospects through the use of telephone conferencing as well as traditional tools such as video presentation, brochures, and community information packets.
  • Coordinates and assists with site visits/tours to showcase attributes and advantages of locating and/or expanding in the city.
  • Maintains an awareness of new trends/advances in the profession; attends workshops and training sessions.
  • Prepares reports, drafts policies/procedures, and makes presentations as needed.
  • Gathers, generates, compiles, and consolidates city demographic data; creates and updates related maps and/or reports.
  • Seeks out grants and other funding resources or financial incentives.
  • Prepares grants in order to receive funding for community economic development projects.
  • Must be a self-starter to successfully perform the diverse accountabilities of this job with limited supervision and staffing.

 

 

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

 

 

  • Extensive knowledge of economic development theories, practices, and laws.
  • Knowledge of the City of Guntersville planning ordinances and state statutes governing the planning, public hearing, and environmental decision making process as needed to evaluate and develop projects and programs.
  • Knowledge of marketing, public information, and promotional techniques used in community economic development.
  • Extensive knowledge of cost benefit analysis processes.
  • Skilled in effective verbal, written, listening, and presentation communications.
  • Skilled in the use of computer, applicable software such as Microsoft Office, and internet.
  • Skilled in effective negotiation and mediation skills.
  • Skilled in effective financial and budget analysis.
  • Ability to analyze local, regional, and territorial development potential and opportunities.
  • Ability to understand relevancy of municipal legislation, policies, and procedures.
  • Ability to develop and analyze community development plans.
  • Ability to establish and maintain effective working relationship with subordinates, city officials, and the public.
  • Ability to work non-standard hours as required.
  • Ability to travel overnight to attend continuing educations courses and workshops.
  • Performs related work as assigned.

 

 

 

MINIMUM QUALIFICATIONS:

 

 

 

  • Must possess a high school diploma or GED.  Any combination of experience and training equivalent to minimum of 5 years experience in economic development management, business management, public relations, marketing or other related field.  Graduation from an accredited college with a major field of study in business management, business administration with economic emphasis, public relations, marketing or related field preferred.
  • Be physically able to perform the essential functions of the position.
  • Possess a valid Alabama Driver’s License with driving record suitable for insurability.

The City of Guntersville currently has an opening for Chief of Guntersville Fire & Rescue.  The primary duties and responsibilities for this position include, but are not limited to the following:


 


ESSENTIAL DUTIES:


  • Plans and directs, either personally or through subordinate supervisors, the operations of the department in all areas of firefighting, fire prevention, emergency medical services, including the promulgation of operating rules, efficient use of personnel and apparatus, the procurement of materials, supplies, and equipment, the recommendations of proposed budget, and  maintenance of adequate records.
  • Responds to take command of major fires on any shift.
  • Prepares and monitors departmental budget estimates and periodic special reports.
  • Responsible for external public relations and programs for public fire prevention and safety.
  • Directs the maintenance, repair, improvement and replacement of firefighting equipment and other properties of the department.
  • Responsible for ensuring job performance evaluations on all subordinate personnel are completed.
  • Cooperates with elected officials in planning the location and modifications of fire stations and districts.
  • Interacts with agencies within the county; coordinates mutual fire and rescue protection plans with surrounding municipalities.
  • Performs related work as assigned or required.


 


KNOWLEDGE, SKILLS, AND ABILITIES:


  •  Extensive knowledge of the principles, practices, methods, and equipment of modern firefighting.

  • Extensive knowledge of fire prevention codes, ordinances, and state laws relating to the operations of the fire department.

  • Extensive knowledge of fire hazards and fire prevention techniques.


  • Thorough knowledge of the use of fire and emergency medical records and their application to fire prevention and fire protection and emergency medical administration.

  • Knowledge of leadership principles and practices.

  • Skilled in monitoring and evaluating employees.

  • Skilled in commanding large or complex fire suppression or other emergency operations.

  • Skilled in the use of computer to include related software applications and internet.

  • Skilled in effective verbal, written, listening, and presentation communication.

  • Ability to analyze the effectiveness of the department and to correlate its development with changing conditions.

  • Ability to establish and maintain effective working relationships with subordinates, city officials, and the public.

  • Ability to effectively direct the activities of officers and personnel and to maintain discipline and high morale.

  • Ability to direct effectively with good judgment, firefighting operations with personnel and equipment under emergency conditions.

  • Ability to work non-standard hours.

     

     QUALIFICATIONS:


  • Graduate of an accredited four-year college preferred, with major field of study in Fire Science or related field. 
  • Must have met the minimum standards as established by Alabama Firefighters Personnel Standards and Training Commission for Firefighter II; Fire Officer III/IV, Fire Instructor II,  Fire Inspector I, Fire Investigator, and Emergency Medical Technician-Paramedic with the Alabama Department of Public Health preferred.
  • Any combination of experience and training equivalent to a minimum ten (10) years in the operation of municipal fire and EMS departments, including considerable progressive supervisory responsibility.
  • Possess a valid Alabama Driver’s License with driving record suitable for insurability.
  • Be physically able to perform the essential functions of position.
